It is with great sadness and heavy hearts that the family of Scarlett Phipps O’Kelley, 57, of Ville Platte, announces her passing on Sunday, April 20, 2014. “Raga,” as she was known to those closest to her, left this world peacefully surrounded by her beloved family. Her family, following her wishes, plans no formal funeral services.
Survivors include her loving brother, Nick H. Phipps and his wife, Sandra, of Ville Platte.
She was preceded in death by her beloved husband, Bear O’Kelley; and her parents, Dennie and Bernice Stipes Phipps.
