A break down of the October election ballot

Parish residents will take to the polls on October 14, 2017 to vote for or against three proposed state constitutional amendments.
Amendment No. 1 on a voter’s ballot will be an amendment that would provide an exemption of property taxes for construction sites.
A vote yes for Act 428 - SB 140 will mean that you are in favor of allowing a property tax exemption on materials and other property delivered to a construction site that is to be made part of a building or other construction. A vote no would mean you are against the exemption of property taxes on these items.
Amendment No. 2, or Act 427 - HB 145, on the ballot is for a homestead exemption for unmarried surviving spouses of a person who died while performing their duties as an emergency medical responder, technician, paramedic, volunteer firefighter, or a law enforcement or fire protection officer.
A yes vote means that you are in favor of granting this homestead exemption. The exemption will only be given to the surviving spouse for as long as they remain unmarried.
If this amendment passes, it will become effective January 1, 2018.
The third and final amendment on October 14, 2017 ballot is for dedicating any new taxes (gas) into the Construction Subfund.
This amendment will not create any new tax. It will instead create a new fund - the Construction Subfund - for any new gas tax that could be passed in the future.
The current gas tax paid by La. residents go straight to the Transportation Fund which is used to fund the Department of Transportation and the work done on roads in the state.
If the amendment passes and a new gas tax is ever passed, then that tax money would go into the Construction Subfund and could only be used for project delivery, construction and maintenance of transportation and capital transit infrastructure projects. Unlike the current gas tax, which would still stay in affect if this amendment passes, a new tax could not be used for things such as employee wages and related benefits or employee retirement benefits.
A yes vote on this amendment means you are in favor of creating the Construction Subfund for any new tax on gasoline, diesel and special fuels. A no vote would mean you are not in favor of creating the Construction Subfund.
Voters will also elect a new La. State Treasurer during the October 14, 2017 election to fill the position that was left vacant after John Kennedy was elected as one of Louisiana’s United States Senators last November.
Those running for the State Treasurer seat are Angele Davis (R), Derrick Edwards (D), Terry Hughes (R), Joseph D. Little (L), Neil Riser (R), and John Schroder (R).
Early voting for these elections will begin on September 30, 2017, and will last until October 7.
